Government collaborators in at least two areas of Buthidaung declared on Wednesday that those with family members abroad will have to pay money.
The rate has been fixed at 250,000 kyats per each family member living abroad.
More than half the Muslim population in Arakan have fled the country following ethnic cleansing and gross human rights violations.
