Rohingya Muslim community leaders in Hawar Bil, Maungdaw North paid more than a million kyats for the local water festival held by Rakhines on Tuesday.
The payment came in response to a request by their Rakhine counterparts in the area. However the Muslims feared that turning down the request might result in violence.
No specific threats have not been made, said sources.
The elders also did not attend the festival in spite of an invitation fearing they might be injured or might be accused of stirring up tensions.
