Rohingya Muslims have been forced to pay 200 kyats for collecting their temporary documents in Karaing Samma para of Buthidaung.
The temporary documents serve as a receipt for handing over the white card.
The money goes into the pocket of a local tabbe called Md Arif.
Arif claims that he is collecting the money for payment to the police and BGP.
The government declaration that all white cards (identity papers of Rohingyas) must be handed over has created the latest round of tensions in the volatile state.
