BGP arrested and tortured three people in custody at Feram furu, Maungdaw North last Wednesday.
Nurul Hafez was arrested by BGP as he was fishing in a pond near the village at night.
The same BGP team later arrested Abdur Jalil and Athar Ekram from another pond.
They were taken into custody and tortured throughout the night.
BGP released them the next day after a total fine of 600,000 kyats.
The condition of Nurul is especially critical with serious injuries to his eye and back.
In a separate incident, Rohingya villagers in Hashurata had to pay heavy fines when their livestock went outside the boundaries of the village.
