A presidential decree has declared that white cards will expire on March 31.
This revokes an earlier legislation by the parliament that allowed white card holders to vote in the upcoming referendum on constitutional amendments.
White card holders refer to temporary residents considered as foreigners by the government.
Most white card holders are Rohingya Muslims.
The declaration follows protests by Buddhist nationalists against white card vote.
Rohingyas have been ordered to surrender their papers to relevant authorities on March 31.
